I looked for some numbers on the subject & my very low effort search did not yield numbers for England specifically. But the numbers I found for Scotland & North Ireland were 1 in 12,000 & 1 in 10,000 respectively. The next nearest location way the Netherlands at 15,000. So its not a reach to assume that London had roughly similar numbers?? (the numbers I found ranged from 1 in 213 to 1 in 100,000, but most did not dip bellow 1 in 10,000 or rise above 1 in 20,000) Note these seem to all be at least current-ish numbers??

As for London, they began the 19th century with 1 million residents & ended it with approximately 5.5 billion. Jekyll & Hyde's story began publishing in 1886, so that would be far closer to the 5.5.
*I got these numbers from Wikipedia & the stats on albinism from a random info-graphic. I fact checked none of this, do not take it at face value! It is merely a very low effort 3 AM thought experiment.

But if for the sake of argument do take the numbers at face value? You don't even need to do any math to figure out that not only is he far from the only person with albinism, they could probably start their own club! (they might have actually, sounds relatively in character for the 19th century)
