There's no such thing as "multi-settlement". If a single L2 "settles" on more than a single base layer, then you either need to pick a base layer that "drives" "settlement" or have a reconciliation protocol that reconcilates the divergences between the base layers. If you go with the latter approach, then you're essentially "settling" on the reconciliation protocol and not any of the base layers.
