Our division provides monitoring and guidance in accordance with the Act on Ensuring Quality, Efficacy and Safety of Pharmaceuticals, Medical Devices, etc. (Act No. 145 of 1960; hereafter referred to as the "Act") and the Tokyo Metropolitan Ordinance on Drug Abuse Prevention (Tokyo Metropolitan Ordinance No. 67 of 2005; hereafter referred to as the "Ordinance").
Now, in accordance with Tokyo Metropolitan Government Ordinance No. 39 dated January 24th, 2025, four drugs have been designated as Governor-designated drugs as stipulated in Article 12 of the Ordinance, and this will come into effect on January 25th, 2025.
According to Article 14 of the ordinance, manufacturing, selling, giving, advertising, possession, use, purchase, and acquisition of drugs designated by the governor are prohibited. Therefore, please check the items for sale, and if any of the items in question are being handled, please stop selling them immediately.
In addition, even if a product contains ingredients that are not designated as designated drugs or drugs designated by the governor, if it is determined that it is being sold for the purpose of human intake, it may be subject to regulation as an "unapproved drug" under the law, regardless of the claims regarding its intended use.

On November 6, 11, the Ministry of Health, Labor and Welfare announced that the following substances have been newly designated as designated drugs under Article 6, Paragraph 2 of the Pharmaceutical and Medical Device Act (hereinafter referred to as the Act) and will be subject to regulation.
