米、ウクライナに選挙実施要請か　初期休戦の一環で政権検討

［ニューヨーク／ワシントン　１日　ロイター］ - 米トランプ政権のウクライナ・ロシア担当特使、キース・ケロッグ氏は、ロイターとのインタビューで、ウクライナは年内にも選挙を実施すべきとの認識を示した。
ケロッグ氏は「ほとんどの民主主義国家は戦時中でも選挙を行う。ウクライナもそうすることが重要だと思う」と述べた。
米政権に近い関係者らによると、トランプ政権内では、より恒久的な停戦合意を仲介する前に、初期の休戦をウクライナ、ロシア双方に促す案を検討。ケロッグ氏らは最近、初期の休戦の一環でウクライナに選挙実施に同意させる案について話し合ったという。ウクライナが大統領選を実施すれば、その勝者がより長期的な停戦合意交渉の責任者になると関係者は述べた。
ゼレンスキー大統領の５年の任期は２４年に満了しており、ロシアはゼレンスキー氏の大統領としての正当性に異議を唱えている。
ゼレンスキー氏は、戦闘が終了し、ロシアの新たな攻撃を阻止できる安全保障の強固な保証が得られれば、今年選挙を実施することは可能だと述べている。ウクライナ政府の上級顧問は、年内の大統領選挙実施についてトランプ政権から正式な要請はきていないと述べた。

元米政府高官によると、バイデン前政権は２３年と２４年に選挙の問題をウクライナに提起した。ウクライナ側は戦時下という不安定な状況下の選挙実施は国内の分断を招きかねず、ロシアの介入リスクもあると主張したという。
