This is misinformation. There is an abstain option. It has a structure like a drep, but no one controls it, votes with it, and it has no impact on governance.
The intent of what you are typing is to mislead people into believing that you have to actively participate in governance to get rewards actively. Abstaining isn't participation. It's literally the opposite.
