National Bureau of Investigation, together with the Armed Forces of the Philippines, arrested
national Deng Yuanqing and two Filipino cohorts for conducting espionage activities targeting military and police installations as well as critical infrastructure in the Philippines.
Deng, a specialist in control / automation engineering, is a graduate of
PLA University of Science and Technology (aka Army Engineering University of PLA / 中国人民解放军陆军工程大学).
Deng used a Toyota RAV4 equipped with advanced espionage devices, including tools for data collection and transmission. Among the equipment recovered was a GNSS RPK Global Navigation Satellite System, capable of generating 3D images of target structures. Data captured by the devices were transmitted to China in real time.
Deng had gathered data from sites being used under the Enhanced Defense Cooperation Agreement between the Philippines and the US.
He had also targeted other sites including the AFP signal frequency repeater in Batangas; National Grid Corporation of the Philippines (NGCP) sub-station in Batangas combined power plant; Batangas navigational lighthouses; Petro-chemical complex Malampaya; Coast Guard District Southern Luzon; combined cycle powerplant Batangas City; Kalayaan power plant in Laguna; NGCP Lumban sub-station; and 201st Infantry Brigade Laguna.
Deng had been in the Philippines for five years and was part of a group that also included hardware engineers and a financier who were still "at large".
A phone confiscated from Deng stored images of “deposit slips” reflecting amounts that ranged from P1.5 million to P12 million a week that were transferred to shell companies.
