The illegal dumping of debris at the Mulund landfill, is also a reason behind no response for the project, sources said. Derivable from biodegradable waste, for example, compost has higher resale value as compared to inert waste (debris).

Calorific value (CV) is the energy contained in a fuel or food, determined by measuring the heat produced by the complete combustion of a specified quantity of it. The debris leads to a reduction in the final product and thus a loss to the contractor. The companies will be sole owner of the final product obtained from processing the waste. The BMC can buy the final product, which can be anything from electricity to compost from the companies.

According to a contour survey carried out last year, the total volume of the existing solid waste management at the Mulund landfill is 5.35 million cubic metres.

After the discussions with companies and tender committee, it was decided that 30 lakh metric tonnes of waste will be processed over three years, compared to 60 lakh metric tonnes, as the civic body feared that contractors will not be able to process that huge amount of waste and will not bid.

The closure plan came up after repeated fires at Deonar and Mulund dumping grounds earlier this year that highlighted the civic body’s faulty waste management procedure.

A panel of six members -- three civic officials, a financial advisor and one representative each from IIT-B and NEERI -- framed the standards for the scientific closure. Based on the committee’s recommendations, changes were made to the conditions for tenders, delaying the process by a month.

The processing plant will be built on 4 hectares within one year, while the processing of waste is distributed over the next three years. In the second year, 35% of waste i.e. 10,50,000 metric tonnes will be processed at the ground, while the remaining 12 lakh metric tonnes will be taken up in the third waste.

Wargis was arrested on May 17, 2013, and was sentenced to life imprisonment by the Thane sessions court. Wargis challenged his conviction, based on several inconsistencies and lack of medical evidence.

She submitted that the delay in FIR was due to societal fear and stigma attached to such incidents.

A division bench, led by justices Sarang V. Kotwal and S.M. Modak, granted bail to Wargis, citing his prolonged incarceration of over 11 years. The decision was influenced by the concern that the appeal was not likely to be decided anytime soon.

Moreover, the court observed certain inconsistencies in the testimonies presented regarding the timeline and the incident, which further undermined the prosecution’s case. The court also highlighted the inconclusive medical evidence, which did not establish sexual assault on the victim. It also stated that the delay in filing the FIR weakened the evidence presented by the prosecution.

The court, while granting bail to Wargis, imposed strict conditions, and directed his release on furnishing a personal bond of 30,000.

PAP leaders, who held a meeting in December under the aegis of ‘MMRDA Virodhi Shetkari Samiti Raigad’ to plan their course of action, have now formed MMRDA KSC Navnagar Virodhi Shetkari Samiti Raigad. Our houses are being declared illegal and demolished,” said Rupesh Patil, general secretary of the committee. “We have begun a village awareness campaign which is being welcomed by the farmers.”

Sudhakar Patil, president of the committee, said awareness meetings have been conducted in 36 villages of Uran and Panvel. “Our campaign in the remaining villages will be completed in a month. We will then hold a meeting of farmers and activists to finalise the direction of our movement,” he said.

When contacted, MMRDA chairman Sanjay Mukherjee, who is at Davos, stated that the outlook for the plan was positive and inclusive with the objective of eco-friendly development and improved connectivity in the region.

The KSC New Town will be developed in alignment with CIDCO’s established land acquisition model. An MMRDA official said the detailed planning process will consider the needs of Gaothans and surrounding areas. “The project will serve as a model for sustainable urban development, balancing growth with the preservation of local identities,” he added.

Meanwhile, lawyer Sunil Pandey, who appeared for Urmila Khatun, claimed that his client is Indian and have all documents to prove it. He added that even two instalments of the Ladki Bahin scheme were credited to her bank account.

The police, however, claimed they are Bangladeshis, except Yadav, who provided them shelter in the city.

MUMBAI: The state government on Wednesday informed the Bombay high court that all four first information reports (FIRs) registered in connection with the alleged fraud perpetrated through Torres Jewellery stores will be transferred to the Economic Offences Wing (EOW) of Mumbai police. This was after the two-judge bench comprising justices Revati Mohite-Dere and Dr Neela Gokhale suggested that it would be better if one agency investigated all the FIRs and asked public prosecutor Hiten Venegaonkar and deputy commissioner of police Sangramsinh Nishandar, who attended the proceedings virtually, for their view.

After both agreed to the suggestion, the court said, “We take it from Mr Venegaonkar then that the matter will now be investigated by the Mumbai EOW.”

Gupta claims to be a whistleblower in the case and has sought police protection owing to threats from perpetrators of the fraud.

It was involved in money-laundering activities including the purchase of benami properties.

Venegaonkar, while answering a court query, said that all four FIRs related to the fraud were registered on January 6 – one each at Shivaji Park police station in Dadar, Navghar police station in Mulund, Rabodi police station in Thane and APMC police station in Vashi. Among these, the FIR registered at APMC police station had been transferred to EOW, Navi Mumbai while the Shivaji Park FIR had been transferred to EOW, Mumbai, the public prosecutor told the court.

The Navi Mumbai EOW, which has a financial intelligence unit, had come to know about fraud in October 2024, though complaints only started pouring in after payments to customers stopped in December 2024, he said. Eight of the 12 accused, including an Indian national, had flown out of India while the hawala operator, Alpesh Khara, had been arrested, Venegaonkar added.

The Rabodi police station FIR, wherein Gupta is named as accused, was registered after someone circulated his photo as a business analyst with Torres, said advocate Ranjit Sangle, appearing for the chartered accountant.
