It also has to do with the IRL myths his character was kind of based upon:

Qilin <- appearance, kind of.
Pangu <- characteristics & mythology; egg thing.
Avalokiteśvara <- 1000 hands thing. :[

Just saying.
And, seeing as how when a plate is attached to Arceus, the color of aforementioned 'thing' surrounding his body, along with other parts [eyes and such], changes, it's logical to assume that they're correlated.

I guess I'll leave this open, but I really don't see much else to it :{

maybe that ring thing is where Arceus gets his powers from.
So if a human would have got that ring he would have been the god (maybe that's how God made the real world)

I figured it was part of his "1000 arms" which is primarily utilized to hold its many plates. But in reality, why does it matter? It's like asking what's with the spikes on the back of Lucario's paws or why does Drapion have arms coming out of its head. The Pokemon are made the way they are for whatever reason the creator's decided to make them.

i think that it is millions of tiny gold fragments leftover from the uiverses creation held to arceus like Probopass' 'stach is held on, and they are all released and blasted at the foe to use Judgement(since thousands of light rays are launched for judgement) andgold oft represents light.

It reminds me of a wheel, which is a buddhist symbol representing the eight ways to reach nirvana. And arceus is the "creator" pokemon... But I'm probably over-interpreting it.


I think that's about as close as we can get to the real answer.

Here were my thoughts prior to reading these posts:

1.) In the trailer for the next movie, the "wheel-thingie" glows when Arceus uses Judgment (or possibly any attack). This could be the source of his power, as others have already speculated.

2.) The wheel actually reminded me of Final Fantasy X's Bahamut the first time I saw it. But that's just me.

I imagine the wheel thing absorbs the special energy from the 16 elemental plates and stores it mainly in wheel around it to use when needed.

Also, Arceus is the only Pokemon that can only really harness the true power held in these ancient plates, so that stops other Pokemon from using these plates to become god-like.

It that's the alpha pokemon that created the world maybe a rival deity or something similar place that ring on it and trapped Arceus in the form of a pokemon as well as inhibiting his powers
