The Commission of Inquiry on Enforced Disappearance has found India's involvement in enforced disappearances in Bangladesh as it found intelligence information about the practice of captive exchanges between the two countries and the possible subsequent fate of the detainees.

There is a persistent suggestion in law enforcement circles that some prisoners may still remain in Indian jails, BSS reports citing the commission's report. 

"We recommend the foreign and home ministries extend their best efforts to identify any Bangladeshi citizens who may still remain incarcerated in India. It is beyond the jurisdiction of the commission to follow this trail outside Bangladesh," it said.

The report, submitted to the chief adviser on 14 December, describes a complex web of confusion created by agencies involved in the disappearances, from victim targeting to surveillance, abduction, and detention, all aimed at evading legal accountability.

It highlights the case of Shukhranjan Bali, abducted from the Bangladesh Supreme Court and later found in an Indian jail. It also details Hummam Quader Chowdhury's experience of hearing Hindi-speaking individuals inquire about his captivity, questioning his abduction and interrogation status.

BNP leader Salahuddin Ahmed's case is cited as an example of the Bangladesh-India rendition system. Detained in Uttara in 2015, he describes being imprisoned in a barren cell with a hole as a toilet, and being provided a blanket labeled "TFI," indicating the "Task Force for Interrogation."

The report reveals that the only known TFI centre at the time was managed by the RAB Intelligence Wing at its headquarters in Uttara, Dhaka. Though the facility was destroyed, the commission confirmed that RAB Intelligence still controls access to it. 

Witness testimonies and interviews with former soldiers suggest Salahuddin Ahmed may have been held in one of the destroyed cells, according to the report.

The report further explains how Salahuddin was transported to the India-Bangladesh border, where he was formally handed over to Indian authorities, suggesting high-level coordination between the two countries' security forces. 

This exchange process is corroborated by interviews with RAB Intelligence soldiers, who described instances in 2011 where captives were transferred from India via the Tamabil border. Some captives were killed after the exchange, while others were handed over alive within Bangladesh.

The formal nature of the handover, combined with the presence of suspected Bangladeshi security personnel wearing "jom tupi" (a type of disguise that covers the entire head) well inside Indian territory to avoid recognition, underscores the high level of coordination between the two governments and their respective security forces, said the report.

Food Adviser Ali Imam Majumdar has been given the additional charge of the land ministry.

The Cabinet Division issued an official notification in this regard today (20 January).

This move follows the passing of former Land Adviser AF Hassan Ariff who died of a heart attack on 20 December.

The notification said, in line with previous communications from the Cabinet Division dated 16 August, 27 August, and 10 November, Chief Adviser Muhammad Yunus has now assigned Ali Imam Majumdar with the additional responsibility of the Ministry of Land.

The government has taken initiative to sell hilsha fish at Tk600 per kg under the "Selling Hilsha Fishes at Fair Price Programme" aiming to make the national fishes available for the common people.  

"Bangladesh Fisheries Development Corporation (BFDC) and Bangladesh Marine Fisheries Association (BMFA), a non-government outfit, are working jointly to implement the programme," said an official release today (20 January).

Earlier, Fisheries and Livestock Adviser Farida Akhter inaugurated the programme as the chief guest held in front of BFDC Bhaban at city's Kawran Bazar on Sunday.

"The government is trying to keep price of the fish within the purchasing capacity of the people so that the common people can afford it. It is a very small initiative and I know all of you would not be pleased with it and we will try to do more for the people," said the adviser while inaugurating the programme.

The slogan of the programme is "Be blessed by purchasing Ilish which is incomparable in taste and aroma" (Swade - Gondhe Atulonio Illish Kine Hon Dhonnyo).  

The price of hilsha could be reduced if the monopoly of middlemen is eliminated from the market, Farida said, adding that it is difficult to lower the price of other fishes including hilsha under the existing marketing system.

"But we want to probe that the price of the 'king of fishes' can be sold at discount rate if we can bring it directly at the selling point from the source of origin," she added.

The adviser said, "We want to start a process of elimination of middlemen chain from the market."

With BFDC Chairman Surayya Akhtar Jahan in the chair, the programme also was attended, among others, by BMFA's president Enam Chowdhury, additional secretary of the ministry of fisheries and livestock Syeda Nawara Jahan, BFDC's director Adiyto Chandra Das, deputy director of fisheries and livestock information department Umme Habiba, BMFA's director Taisir Khan, BMFA's secretary Abid Hossen and Fish Farm Owners Association (FOAB)'s president Molla Shamsur Rahman Shahin.

Students have issued an ultimatum for the republication of medical admission test results for the 2024-25 academic year by today, calling for the abolition of all irrational quotas, including the freedom fighter quota.

The demand was made during a sit-in and protest rally today (20 January) at the Central Shaheed Minar at 11:30am. 

Students from Dhaka University also expressed solidarity with the protest. During the event, protesters raised various slogans.

"Yesterday, many candidates with 40 or 41 marks gained admission, while others who scored double that could not. Isn't this discrimination?," said Kumudini Women's Medical College Psychiatry Prof Dr Major (retd) Abdul Wahab.

"Since you have learned to protest, you must continue to fight for your rights on the streets," he said, urging the students.

Doha, a student of Dhaka Medical College, said, "After a successful movement demanding the abolition of discrimination, this kind of biased treatment in the medical admission exam should not happen. When the passing mark is 40, how can someone with 37 or 38 marks gain admission? We demand an end to this discrimination today."

Abir Hossain, a student of Sir Salimullah Medical College, said, "In previous years, students scoring slightly below the cutoff could gain admission through quotas. But this year, candidates with marks 30 to 35 below the cutoff have been admitted through the quota system, which is unacceptable. We demand the abolition of all quotas, including the freedom fighter quota, and the republication of the results today."

Mahin Sarkar, a coordinator of the Anti-Discrimination Student Movement, also expressed solidarity with the medical students, saying, "Even after the movement in Bangladesh, we see irrational quotas being implemented in medical colleges.

"Some students scoring 72 marks didn't gain admission, while others with 40 marks did. We demand the immediate republication of the medical admission results and the abolition of all irrational quotas in all universities and medical admission exams," he said.

Foreign Affairs Adviser Md Touhid Hossain departed today (20 January) for China on his first bilateral official trip, aiming to forge a new dimension of Dhaka-Beijing relations.

Touhid departed for China this afternoon for a three-day trip on the invitation of his Chinese counterpart Wang Yi, reads a foreign ministry press statement.

He will return to the country on 24 January.

The official visit will focus on lowering interest rates on loans, exchanging hydrological information, advancing medical treatment cooperation, and encouraging greater Chinese involvement in resolving the Myanmar situation, reports BSS.

Foreign relations experts are seeing it as a "very important first bilateral visit" since the interim government led by Prof Muhammad Yunus assumed office in August last.

Touhid is set to hold bilateral talks with his Chinese counterpart in Beijing tomorrow (21 January). 

Chinese Ambassador in Dhaka Yao Wen has hinted that Beijing is ready to sign an implementation plan on hydrological information exchange, fulfilling a previous request from Dhaka.

Discussions on China's potential role in Bangladesh's crucial Teesta River project are also expected to feature prominently during the visit. 

The adviser's decision to prioritize China for his first bilateral visit marks a significant shift from previous governments, where foreign ministers often opted for India as their initial destination due to geographical and political considerations. 

Beyond official talks with the Chinese foreign minister, the adviser is scheduled to meet with Chinese Communist Party leaders and deliver speeches at the China Institute of International Studies and the Shanghai Institute of International Studies, apart from engaging with business representatives in Shanghai to attract Chinese investments in Bangladesh, according to foreign ministry officials.

On Sunday, Chinese Ambassador Yao briefed the foreign adviser on key issues for the visit.

The envoy reaffirmed China's respect for Bangladesh's sovereignty and territorial integrity, reiterating support for the country's stability, reforms, democratic transition, and development initiatives.

Economic and Development Cooperation

China has been a major investor in Bangladesh, particularly in infrastructure projects, with varying interest rates on loans. 

Key priorities for the visit include renegotiating loan terms, such as reducing interest rates from the current 2-3% to 1%, waiving commitment fees, and extending grace periods from 15 years to 30 years, according to a foreign office official here. 

Duty-free access for Bangladeshi products following its graduation from the least-developed country (LDC) bracket in 2026, as well as increased Chinese investment and higher exports to China will also be pursued.

"Economic issues will dominate the discussions. Bangladesh's trade and economic relations with China are vital," Touhid said at a pre-departure briefing last week. 

He added, "We will explore how China can provide budgetary support and accelerate loan disbursements for various projects in Bangladesh."

A formal request will also be made to fully waive commitment fees, Touhid said.
 
Celebrating 50 Years of Dhaka-Beijing Relations

The visit coincides with the 50th anniversary of Dhaka-Beijing diplomatic ties, as China recognized Bangladesh on August 31, 1975. Both countries have planned year-long celebratory events to commemorate this milestone.

During the visit, announcements regarding these 50th-anniversary programs are anticipated.
The foreign adviser said the trip would enhance mutual understanding, friendship, and a vibrant partnership between the two nations, advancing strategic and technical cooperation.
 
Focus on the Rohingya Issue

China has long been playing a mediating role in the Rohingya crisis between Bangladesh and Myanmar, although no resolution has been achieved. The Rohingya issue is expected to be a major topic of discussion during this visit.

Touhid informed the Chinese envoy on Sunday that Dhaka anticipates a "very strong" and "proactive" role from China in facilitating the repatriation of Rohingyas to Myanmar, where they were forced to flee persecution.
 
Health Cooperation

The foreign adviser is expected to request that China designate at least three to four top-tier hospitals in Kunming, close to Bangladesh, for improved medical treatment of Bangladeshi citizens.

Hossain also indicated that Bangladesh is prepared to provide land and logistical support for establishing a full-fledged tertiary-level Chinese hospital in Purbachal, on the outskirts of Dhaka.

Addressing Trade Imbalance

China remains Bangladesh's largest trading partner, with imports from China amounting to $24 billion annually, compared to exports of only $670 million.

Despite 100% duty-free access to the Chinese market, Bangladesh's exports remain low, resulting in a significant trade imbalance.

Addressing this disparity will be a key agenda item during the adviser's discussions in Beijing, said the officials familiar with the visit.
