Individuals inside an Audi van — registered under Huawei Paraguay — that was parked outside the residence of Taiwan’s Ambassador to Paraguay José Han (韓志正) for about two hours on Oct 9 appeared to be conducting espionage.
The man in the front passenger seat snapped photos of Han's residence and pointed an item that looked like an electronic monitoring device at the building, possibly to intercept or interfere with digital signals.
When police arrived at the scene and approached the van to investigate, the driver immediately sped off. After reviewing nearby surveillance cameras, the vehicle's license plate was found to be registered under Huawei and the driver was identified as 62-year-old Huawei employee Dionisio Duarte.
The other person — the one taking pictures and operating an electronic device — in the van was a man with oriental features.
