If you’re interested, I did a cost breakdown of something I think we could actually build in Trump’s term. I was off by about a factor of ten, but considering the scale that’s nothing. We could build a sports arena on the moon for $20-40 billion dollars. Not a stadium for spectators but for athletes. If you 10x the most popular ppv ever, you’re break even on the first year just for selling the streaming rights. No big infrastructure you wouldn’t have to build for something else anyway and it would be enough to pay for expansion.

think about low gravity sports. I want to see someone figure skate on the moon, damn it. This is America and my kids should be star captains.

I've loved this idea for a while and it now seems like it could actually happen. Pragmatically, what is the path to overturning The Outer Space Treaty and making this real? What would be the most effective way to lobby and organize?

It is an entire planetary body. If we view this historically, when you go to another land-mass, you claim it for your country. Granted land masses separated by large bodies of water do not exist on the Moon but we could go there and claim parts of the Moon for ourselves, i.e. homestead the parts we build on. Let China and India homestead the parts they want (not the parts we already have) when they get there. (I would like the US to get there far enough ahead to homestead the best parts but I digress.)

So, no need to squabble. We get there, we build, and that part is ours. If we get the bulk of the water ice, well, we will be happy to sell you some, at a profit, of course. Or we will trade with you for your Helium-3, OK? Seems like Homo Sapiens intrinsically understands that logic.

Oh, and when I get there I want my 4000 acres and a robot mule, sitting right on top of that mother load of water ice. See, I'm easy!
