They actually do - I trolled the shit out of Reddit and Serena Williams and now the ban anyone that uses 3 mobile 4G internet as they all have the same IP address as me topkek.

Does the IP ban only affect account creations or also site reading access?

Neither. You can create accounts and read as usual, but the admins keep a shitlist of IP addresses and they get flagged as soon as a new account is made.

Users may be able to fool Reddit administration into suspending users on close IP addresses.

They have been using all kinds of tricks, like "accidental" shadowbans. The only reason they are not more heavyhanded with their censorship is that more people will start using the alternatives.

I believe that closer to the election days we will witness another massive purge of subs and users.

I'm sure they could. Especially since ban evasion would presumably be detected by automated processes, they could perform a mass ban and just say "we found a problem in our ban evasion algorithm and fixed it. Now all the Russian bots are gone."
