Sir Keir Starmer’s plan to reduce immigration by boosting the skills of domestic workers is not guaranteed to cut net migration, government advisers have said.

The Migration Advisory Committee (MAC) urged the prime minister to consider introducing specific measures if he wanted to produce “large falls” in immigration.

Starmer pledged to cut immigration last month as he said he was shocked by new figures revealing that net migration had reached nearly a million in the year to June 2023.

He announced plans to reform Britain’s post-Brexit points-based immigration system by introducing new restrictions on employers, ensuring that they could only hire foreign workers if they were also training domestic workers.
