Create a google account without a phone number

One user reported "I've found another solution after going back to sign up for an account by going to: YouTube sign in > Sign up > Enter information with create new Gmail, and now the phone number verification is optional. I'm not sure why it would ask it when creating a new account elsewhere, but I'm glad I was able to create a new Google account this time. " May or may not work for you.
Another user reported "If you have Apple Mail or Outlook, just ask to add a Gmail account through them. I was able to add a Gmail account via Apple Mail using my mobile number." Again, may or may not work.

"This phone number cannot be used for verification" explains why a number is needed to verify your account via sms or a voice call.
If Google require a number, and you cannot provide one, or you cannot open an account using the methods described above, then Google will not let you open the account.

As per the suggestions posted earlier, if Google ask for a number, nd you can't provide, then you cannot open the account.
