I just got a device that can be updated off my ancient Android 9, and noticed that when apps are in the background they loose microphone access. This is unfortunate because for trusted apps, it's nice to be able to browse other apps while talking through the apps that have "Allowed only while in use".

Is there a way to force an "Always allow" option via normal, or ADB means?

Yes, I do understand that - it seems it's a win for privacy and a lose for users who multi-task. Not sure why it shows the permission for Allowed all the time, when no apps have the option. What a bummer.

Google really doesn't trust its users with their own devices.
They often make changes that break apps. This is nothing out of the ordinary. See Don't Kill My App.

This is why users are reluctant to update. I think it is only a matter of time until they enforce updating like Microsoft does on Windows, as always "to protect you" (meaning: to control you), so users have no choice but to lose compatibility. In fact, I am surprised they don't already do.
