That user was operating on outdated information, it has moved to the DMCA procedure, so you must use that. Keep in mind that you must follow the form exactly as described, invalid requests will be ignored.

Uploading banned artists isn't against the upload rules, as long as he adds the tag while uploading. The image will automatically get banned this way.
Only paid rewards are against the rules. It also doesn't really matter if they get approved or not, as long as they look good enough and don't break any major rules.

because it's not against rules and you can still post artwork from banned artist, they're only banned so people can't see it.

Banned Artist, Because before I add artist and banned tag for after upload, I check some missing or typo tags and add/edit correct tag (when image is still showing) and add artist and banned tag later.

@NPEE2003 Don't do that. You should be checking the translated tags window for artist tags and if there's a banned implication. You should be adding banned artist so it gets banned right away, not after. If you're having trouble checking tags typing, consider grabbing the ValidateTagInput userscript at forum #136418. All your tags for a banned post should be correct and full before you post them. Stop leaving out banned artist so you can check and fix tags after the fact.
