When Sherclop was writing this song, he probably got to that bit of the melody, and wrote the notes that you hear, then realized that it shares the same melody (and key) as the a bit from Katy Perry's 'Last Friday Night'. He might have had another idea for lyrics there, but decided to make a joke about how similar the two songs are, and used that line.
