Opportunity and attention.
Opportunity: they possibly knew they could impact the site, if even for only 20 minutes its enough.
Attention: This target has little overall strategic value, but taking it down mid-morning might just annoy a few folks and those people might complain about it and that will give them the desired result. It's about annoyance and disruption.
You see, there is a difference between just posting to amplify their message and providing situational awareness.
