My thoughts on how the quincy work as a group of empowered humans.
So, as anyone who actually reads Bleach learns, pretty much everyone in the series to some degree lies. Now how they lie varies, however my subject of conversation right now brings us to Yhwach. A con man who bought into his own con.
Due to the conflict between what we see of him and his backstory, and what he says, I basically discard everything he says that isn't cooberated somehow by actual happenings in the series.
So, what do we know then?
The one thing I think Yhwach didn't lie about was being unable to revoke powers given to a "giver" quincy. As this would be backed up by Uryu not being killed by what killed Masaki and Katagiri (the whole you're siding with the man who killed your mom issue aside for Uryu).
So what is a 'giver' quincy? So that's a hard answer, as when Yhwach explains his background, we don't know what to trust and what not to trust, and there's the fact that he has powers Uryu doesn't exhibit.
What we can gather however is that they have a connection to any quincy within their bubble. Now I won't say they are the source of a quincy's power, as quincy who have had their powers "revoked" still show the core powers.
So what is the point of a giver?
Let's look at the unique issues normal humans face when dealing with Bleach's power system.

It takes decades for a Shinigami to become powerful enough to actually fight hollows. The issue that caused the formation of the quincy to begin with. So, how would they solve this? Recording information can only do so much. You can't share instinct or muscle memory. Not to mention writing was not even a thing for a majority of human existence. So how would you get around this issue?
What if that connection a giver quincy had to their cell allowed them to aggregate the knowledge and experience of each member of the cell and then share that to every other member?
And every time a giver quincy networked to another giver quincy, they traded all unique information without realizing it?
This would allow information to be passed on and preserved for millennia without writing or book keeping, and allow quincy to simplify the cultivation of their power.
Ironically this would result in quincy being leagues ahead in developing powers quickly which is exactly what the shortened lifespan of a human compared to a Shinigami creates as a form of selection pressure.
The power redistribution, the shrifts, the accumulation of power, all of that is a result of Yhwach monopolizing the concept and cultivating a toxic version of this power due to his own abilities and circumstances.
Yhwach is not doing things the way he should be as a giver. He isn't giving, he's loaning. Quincy should work more like DnD sorcerers, but in reality under Yhwach work more like warlocks. Because ultimately, Yhwach is a parasite, transforming what is supposed to be a healthy symbiosis into a toxic parasitism.
