USB Keyboard and Mouse not active on Startup Settings Menu

Hi I know this probably has something to do with having a UEFI motherboard/system but is there a way to get keyboard and mouse to work in the Windows Startup Settings Menu. I want to go to SafeMode and also disable driver signature. I can't do this since my USB keyboard and Mouse don't turn on until my OS actually loads up.

Is there some Intel motherboard setting for this or is this a UEFI feature? If so how can I disable it so my USB mouse and keyboard work at startup

THis problem also happens when I restart my computer. I cannot go into my BIOS settings unless I do a shutdown option and start the computer up again

Does your BIOS have a "legacy USB" setting? That may be required to get the MB to see mouse and keyboard during POST.

You might get a better answer if you post what your motherboard is. They're not all the same. Mine, for example, has no legacy USB setting. Even though it has a PS/2 port.

See page 98 in the downloadable manual. ASRock > Z490 Taichi

If Fast Boot is enabled (page 108) you won't have USB till the OS drivers are loaded.
As you can't enter BIOS to change Fast Boot, the only solution is to reset BIOS by removing the coin battery for one minute.

    Fast Boot
Fast Boot minimizes your computer's boot time. In fast mode you may not boot from an USB storage device. The VBIOS must support UEFI GOP if you are using an external graphics card. Please notice that Ultra Fast mode will boot so fast that the only way to enter this UEFI Setup Utility is to Clear CMOS or run the Restart to UEFI utility in Windows.
