Bailiffs are heavily armored Grineer melee units introduced in the Project Undermine Tactical Alert. They are rare but dangerous units, capable of smashing through crowds and soaking up Corpus fire. Throughout the Tactical Alert, they are considered to be the Grineer answer to the Corpus Isolator Bursa. The Bailiff wields a custom-colored Jat Kittag, which they use during battle, and wears heavier frontal armor that bears resemblance to a hockey goalie.
The base variant can be rarely found in the Kuva Fortress.

- They can occasionally be seen performing Charge, dashing among enemies to knock them down or even crush them.
- The Bailiff will frequently use Seismic Shockwave to knock enemies back.
- They can also block enemy attacks from the front to defend themselves.

Found Bailiff Eximus spawn in 'Assault Tamu Kuva Fortress' Sorties today.
Do the first part of the mission and melt the door.
Proceed to the next locked door with console to hack. (below)
It should spawn to the left on the stairs after opening the door. (below)
The % of it spawning seems higher if you haven't fully completed the Sorties yet. I ran another 10 solo mission after completing the sorties and not 1 spawned. It only took 2 public lobby runs for it to spawn, just be the first there with scanner out, or run with clan mates.
Feel free to try the Spy mission setup below, I did and after 20mins decided rather to wait for a sorties, if you're willing to kill enemies for over 1 hour go for it.

Just saying my experience of getting Codex Scans of Bailiff Eximus. Go to (Kuva Fortress, Pago) and hack with alarm A, B Data Vaults, then find large room and activate alarm from enemies (in my example it was room with Fortress model), then start killing enemies around as fast as you can (avoid detection). I got 1st scan on ~500 Kills (19 Minutes), 2nd scan on ~1200 Kills (35 Minutes) and 3rd scan on ~3600 Kills (1 Hour, 36 Minutes). About equip, I used Helios for scans, Loki with Hushed Invisibility and Fulmin with Auto mode. I hope that information was helpful :]
Best way. A and B ok with alarm+. After that don't go C. Alarm trigerred one time. Camp on large room with undetected mode. Kill arround. And there is... Totally 30 mins 3 scan.
An alert after Tennocon spawns Frontier Bailiffs and even some eximi of them. My Helios scanned 2 eximi. Haven't found a third yet. Nothing in codecs.
I was so excited about the new Recall: Ten-Zero mission. Stage 2 has a ton of Bailiffs, and even eximus to scan. But it looks like scanning the Bailiff eximus there doesn't actually count in the codex. The Grineer Manics do count though, so it must be an oversight.
I wonder if its an oversight that will be fixed or just left there.
I've had grineer manics done since years ago and helios still scanned them for some reason. But not sure it went off ever vs the bailiff eximus even though i just freakin need ONE to finish it off.
Wanted to share the same news, well, off to the forums with bug report we go.
It is not a bug, or should I say it is other kind of bug. Bailiff in the Codex is actually (Kuva) Bailiff.
Bailiff in the event, including Eximus variants are the original ones from old times. I had them scanned back years ago, so they were "green" for my scanner already.
Finally got it after a week of grinding spy mission.
Btw in case of a lockdown just clear it and trigger alarm again.
The way i got the Leech Eximus that will count as a Bailif Eximus to spawn in Kuva Spy is by hacking A+B by making sure it was on a countdown (hack it, escape, you get the countdown, and then successfully hack it). I then looked for a big enough room and made sure they sounded the alarm there for me (not lockdown). I then killed everything there with a sniper. You should see other types of eximus spawning while all on guard. Keep killing them since they will respawn as the mission isn't over. It is just a matter of time before the Bailif Eximus in the form of either a leech eximus or a arson eximus spawns. It took me 59 minutes total mission time to get one to spawn and finish the mission....
You do need 3 scans though...
I am going to wait a bit to see if there will be an eximus sortie on the fortress and see if that helps speed this scan up.
Other players already posted a lot of good information, here is some more.
Kuva Fortress Spy with Loki. Let the enemy raise alarms. Also don’t kill any Baliffs. Rush to vault C. If you don’t find the large hangar room on your way, abort the mission and repeat.
If you find it, return to vault A. At the console you cancel your hack to activate the data destruction countdown then hack it. Repeat that on vault B. Now go back to the hangar room. Make the enemy raise alarms again. Now avoid enemy detection which would result in lockdown. Whatever you do, Baliff Eximus won’t spawn after a lockdown.
Now enemies are constantly spawning in like in endless missions. Run around from one side to the other clearing everything you see. Try to cover all spawn locations on your path. The game will spawn in random Eximus units and also occasionally a Baliff. After some time you will finally find a Baliff Eximus.
On my last run I got the first Baliff Eximus after 10 minutes then the second one after another 30 minutes. Restarted the mission and found a third one after 50 minutes. Still better than waiting half a year for the right sortie to appear. Over the past few days I got 11 Baliff Eximus scans, so this method clearly works.

Anyone tested getting an Eximus version of this in a Eximus wave in Kuva Fortress Distruption mission?
Sadly i didnt even meet a regular baliff in the disruption mode.
I finally got an Arson Eximus to spawn in Pago (Spy). I wouild make sure to get the alarm triggered, and ran around killing as much enemies that would spawn. When the spawn rates died down, I would complete a vault making sure to trigger the alarm first. Then repeat killing until spawns stop. The same goes for when the mission objective is complete. Keep killing until they stop spawning.
I used max Enemy Range Khora, and left Venari on Heal. Baliff's themselves seem to spawn at a 1% rate, so it's sheer luck an Eximus spawned after running this 3 times today. Remeber that the shortest vault has a guaranteed Baliff spawn on the upper walkway.
the nightwatch reaver with the new tonkor at high lvl could be one of the strongest unit in game
If you see a Sortie for a Eximus Stronghold in the Kuva Fortress you will find the Bailiff Eximus.
I did one today and got the scans. It was an Assault on Kuva Fortress Eximus Stronghold LVL 100 Sortie.
This may be a fluke but I didn't complete the objective on Kuva Spy and set off the Alarms I only had one more vault left before extraction/extermination. The way I did was I started killing a variant Eximus first and then the Heavy Units second (Heavy Gunners, Napalms and Bombards) second then killed a few regular enemies last. Once I did that it sent more enemies with another Eximus variant along with the heavy units. I rinsed repeat the process and then HELLO. Bailiff Eximus. May I remind you it took me about 25 minutes until that bastard showed up. So give it a try guy.
that eximus is ugly... i think i have about 200 runs now, the first eximus i got on second try, and i got luck and got 2x scan, but after this, i run and run and run and nothing. have tried so many options and nothing ... i hope there is a eximus kuva spy sortie soon ... trying now for a year or more to scan it ....

Ok guys i am going to tell you how i scan Bailiff Eximus.
Kuva Spy mission with loki. i did not kill anything i try to trigger alarms as mush as possible but dont lose time for it unless its last vault (runing vault witouth using invis works good enough)
Before hack vault systems trigger vault alarms(simply you can start hacking and pressing esc ll do it then u can hack it ) when last vault hacked you ll see enemies runing around if you follow them they ll lead you to extraction point when you reach there kill heavy units first and game ll send u some new enemies if there is no heavy enemies kill 8-10 regular until you get beiliff eximus.
İt ll take time if you are not very lucky person took me 30+ times and 4x harrow neuros to scan them 2 times.
Dont bring your Helious with investigate mod!!! This is important atleast for the first time if u see eximus reset alarms and wait until he ll get into not alerted mod.So your scan can count 2x.

BAILIFF WHACK HIS PEEPEE
Just wanted to say that I finally forced an Exmius to spawn. This was the normal Kuva Spy mission, I triggered the mission alarm, then triggered all the vault alarms before hacking each vault. This forced an Exterminate, and I found one on my way towards extraction. I found a few normal Bailiffs during the mission as well.
Basically, it is possible to do without a Nightmare or Sortie. Though it's definitely tedious.
Nice, I managed to find one using your method once in 3 runs, so the chance doesn't seem so great so far
I've found one in the very first try with this method, then 60+ runs and no luck :( IMO this codex enty is impossible to complete without sortie spy eximus stronghold on Kuva.
This page is not listed in the Grineer box template. Since there are Tusk Reavers running around the plains, shouldn't it be added? Are Tusk Reavers different enough that they should get their own page?
For that matter, shouldn't there be a dedicated Tusks page like the Nightwatch Corps page?
I got eximus to spawn 2 times in row when i triggered all the spy vault alarms and succesfully hacked them.
Eximus was 2 times in row at extraction point
I was doing this for quite long time without any luck spawning it, but with current Sortie mission (Kuva Spy mission, Energy reduction) I was able to get all 3 scans in 4 solo runs.
Trigger all 3 warnings in vaults, then hack it in time for mission not to fail and after 3rd vault Lotus said that there were too many alarms and I need to kill everybody - so like the exterminate mission - and there he was usually around half-way to the exit our hero in shining armor - ehm.
Not sure if it was thanks to Sortie level, but there was also higher rate of normal Bailiffs spawns, in one mission I had 4-5 normal ones and 1 Bailiff Eximus.
Finally last enemy (available in game) I haven't scanned yet. Only bugged Security Camera and some new corpus (between Orbital Strike Drone and Orokin Drone) remains.
To the guy above me: how did you get Manic Bombard? The wiki explanation is a bit confusing, what exactly do I need to do?
For the guy who asked for the Maniac, its just doing Desdemona in Uranus, going through the pumps and going foward the lab. In here you can encounter two variants, the clone lab or the maniac. In here you can sabotage the maniac without waking him up, but it won't let you scan him. You have to aggro him and just scan.
For the Eximus variant you have to trigger him when you are locked up in a yellow alarm
For the Drekar variant is usual to do exterminate mission, but can vary A LOT.
Anyone farming the Bailiff Eximus, I have only been able to find them using the Kuva Spy Mission Sortie method mentioned above. I created a very detailed reddit post about my quest to complete this codex entry here
