The responsibilities of companies accepting foreign workers were clarified in line with the increase in the acceptance limit. It was stated that companies have a responsibility to ensure stable residence and activities for foreign workers and to contribute to the realization of a society in which foreigners can coexist in the local community.

Prior to the Cabinet meeting, the government held a ministerial meeting on accepting and coexisting with foreigners at the Prime Minister's Office. Chief Cabinet Secretary Yoshimasa Hayashi explained the responsibility of companies, saying, "We took into consideration concerns that the increase in the expected number of foreigners would cause anxiety among local residents."
