On the 29th, the government made a cabinet decision to increase the upper limit on the number of foreign nationals with "special skills" and to add new fields. The upper limit for the five years from fiscal 2024 has been set at 5, more than double the previous limit, and four new fields have been added, including the automobile transportation and railway industries. Specified skills have become indispensable in many fields where there are serious labor shortages.

The basic policy on the operation of the Specified Skilled Worker System was revised. The responsibilities of companies accepting foreign workers were clarified in line with the increase in the acceptance limit. It was stated that companies have a responsibility to ensure stable residence and activities for foreign workers and to contribute to the realization of a society in which foreigners can coexist in the local community.

Prior to the Cabinet meeting, the government held a ministerial meeting on accepting and coexisting with foreigners at the Prime Minister's Office. Chief Cabinet Secretary Yoshimasa Hayashi explained the responsibility of companies, saying, "We took into consideration concerns that the increase in the expected number of foreigners would cause anxiety among local residents."

The "Specified Skills" system was launched in 19 as a system to accept foreign workers with a certain level of expertise in areas with a labor shortage. As of the end of 23, there were about 20 such workers. The upper limit on the number of foreign workers accepted is set every five years, and the limit is due to expire at the end of March.

 

 

The upper limit was calculated by calculating the number of workers shortfalls for each industry based on the growth rate and demand five years from now, and then subtracting the portion that can be resolved through efforts to secure human resources and improve productivity.

Four new fields will be added to the 12 fields currently allowed, including nursing care and food and beverage manufacturing, bringing the total to 4. The newly added fields, such as taxis, buses, and railways, will need to prepare their acceptance systems.

Driver and conductor jobs require high levels of ability in safety management and communication, so we will respond by improving exams and training.

For bus and taxi drivers, the exam will cover how to respond to accidents and how to deal with elderly and wheelchair-bound passengers. For train drivers, the exam will cover technical terms, announcements to passengers in emergency situations, and communication with dispatchers. The required Japanese language proficiency is also stricter than in other fields, requiring candidates to have N3 or higher on the Japanese Language Proficiency Test.

After passing the exam and entering the country, they will be given a training period of up to one year to obtain any necessary licenses.

Existing fields such as nursing care and food and beverage manufacturing will also see a significant increase in the number of people they accept. Compared to the numbers set at the beginning of 19, the nursing care quota will be increased from 6 to 13, and the food and beverage manufacturing quota will be increased from 5000 to 3.

With this decision, the fields accepting both specific skilled workers and unskilled workers for technical intern training are almost complete. For example, the textile industry, which previously only accepted technical intern training, has been added. It has become easier for foreign workers to transition to specific skilled workers.

In the future, each ministry and agency will move on to the promulgation of ministerial ordinances and notifications, the creation of exams, etc. Acceptance will begin as soon as preparations are complete, either through transition from technical intern training or by taking exams overseas.
