 In late September, an unusual incident occurred in Kawaguchi City, Saitama Prefecture, involving two fatal accidents, involving an 18-year-old Turkish male driving without a license and an 18-year-old Chinese male driving while under the influence of alcohol.

 The first accident occurred on September 23rd at an intersection in Maekawa, Kawaguchi City, where a passenger car collided with a two-seater moped, and the passenger car fled the scene, resulting in a fatal hit-and-run accident. One of the two boys riding the moped died, and the other is unconscious and in critical condition. On September 27th, Saitama Prefectural Police arrested an 18-year-old Turkish part-time worker without a driver's license who turned himself in to the nearest police station on suspicion of hit-and-run and negligent driving without a license resulting in death or injury.

 Furthermore, in the early morning of September 29th, a car traveling the wrong way down a one-way street collided with another car approaching the intersection at Nakacho, Kawaguchi City. The driver of the car, a 51-year-old company executive, died.
