There are already two fully free replacements available for LiGNUx that support winamp skins and the best one appears to be; XMMS2

Linux and Mac support will require LOTS of work, mostly removing the dependency on Microsoft technologies such as Visual Studio for building and the Win32 API. I genuinely don't think that's going to be possible for now unless the code ends up getting re-licensed to something like MIT or GPL.
