What a puny little coward. OF COURSE it is political. The order came from the Deep State. The Petit Roi's police is just the enforcer. Petit Roi is a lowly vassal following the overarching NATO/European Commission agenda; they badly want the encryption keys.

In aviation all commercial and private aircraft when flying under IFR (instrument flight rules) must file a flight plan report 'before' they depart from point A to point B by LAW when flying over controlled airspace. His pilot probably did this for at the time there was no warrant for his arrest in France. After it was filed and the plane departed from (?) Dubai or wherever, then France filed his arrest warrant, and he had no idea it had been issued until he landed and exited his plane. Deviations in the flight plan can be made in route yet they too must be reported (we decided to land in Cypress) and cleared by ATC when flying over controlled airspace.
Simply, French authorities got a heads up he was flying into France "then" issued his arrest warrant.
