The Kangaloon local is a mother of three, has owned and managed a beef and cattle farm with her husband, and is a commercial lawyer.
She has been practising for 17 years, and has experience in procurement and supply management, setting up governance structures, writing policies, serving on boards, stakeholder management, and leading teams in Australia and New Zealand.
"I'd like to bring these skills to bring stability to council," she said.
The ticket is a mix of three non-affiliated candidates, and three that are affiliated with the National Party.
Mrs Moylan is a member of the party, along with candidates Stephen Wentworth, and Tyson Valentine.
Sabrina Venish, Ian Bollen and Hamilton Becher also make up the ticket.
The leading candidate said it was a mix of age groups and professional backgrounds, who were "all unified by one thing, and that's to serve the community".
"We come with over 100 years of combined experience in governance, financial management, procurement experience, business experience and most importantly, we know how to listen to the community," she said.
These backgrounds would be used to procure the best suppliers to remedy potholes, look into waste management, the causes for development application delays, procurement policies, and prioritising the local industry, she said.
Outside of work, Mrs Moylan organises events in the Kangaloon community, has helped coordinate the Tina Macpherson Cup, plays with the Moss Vale Cricket Club, and has cooked countless sausage sizzles at sporting events.
"I get a great deal of enjoyment in being part of the community," she said.
