Since you only start with one pokemon though, you shouldn't be able to catch more then 6. You could make a switch for in the and make it so when you buy 1, you can only by 5 more. 2, 4 more, you get the point.

Or you can shop there, but Pokeballs aren't in stock, then after you beat Ekans or after whenever, a switch allows Pokeballs to be in stock.

you couldnt get pokeballs until after you talk to Mr. Pokemon.

Fire Pokemon are always traditionally not available in the first parts of the game.

Why do so many people want fire pokemon o_O?

I think he already answered your question. If you haven't played Pokemon Yellow, the starters are given from other people whom don't want them anymore.
