The flag and flagpole aren't really all that heavy. It's the sideways force that'll get you.
If you think of it as a really big lever, it becomes clearer what's going on:
It's such a long lever, that even a small force at the top is enough to translate into a big force at your arms. Without any wind, that force is straight down the lever, so you're just carrying the weight around (and half of it's on the ground anyway), so it's no problem. But as soon as there's any wind, the force starts pulling sideways, and it won't take much before you feel it.
You can get a sense of how much of a struggle it is to hold it from this clip of a similar flag in a windier condition. I am having to push my whole body weight and lean into it. Much more and I would've gone over. (Or something would've broken.)
Yet the flag itself is light enough to easily hold in one hand.

Yeah, it can be very tough to hold. A flag that size requires careful handling even in a slight breeze. Always keep two points of contact or it'll get away from you. It's big enough to use as a sail on a boat, so it can deliver some decent force. I don't think the pole would put up with much, though.
As far as waving it goes, no, not really. It's just too big to get it to unfurl completely when you're stationary and there's no wind. I was trying to make it happen with the rainbow one, but I had to walk in circles. And those circles had to be wide enough that it wouldn't collapse when I turned around. Here, she was almost running to get it to do even this much.
You also have to watch for bystanders. Anyone who comes within 20 feet of you can be smacked in the face by this thing, and if there's a sudden gust, you might lose control of the pole.

This four panel design works best with an even number of stripes, because you can just split it at one of the stripe boundaries. For an odd number of stripes, you have to cut the middle stripe in two and make sure that they print it properly. (My first set of flags were not printed properly. They "corrected" the half-stripe, thinking it was just a mistake on my part. I didn't notice it until I was about 75% of the way through assembling the first giant aro flag... This one's actually the second.) So, instead of messing around with that, I'd strongly recommend that you make that flag out of nine panels, which would let you split the stripes evenly across three sections. That would give you an even more gigantic flag that's almost 20 feet tall and 30 feet wide, which is literally the size of the flags they use on the Space Needle.

I hurt myself around the time I was working on the others, so I put it off for a bit. When I got better, there was a big box from IKEA sitting my kitchen taking up all the space. And now I've hurt myself again and the IKEA box is still there, so I can't do it now.
