why Wikipedia has a G5 policy

The WP:G5 policy (deletion of pages written by authors hated by the administrators, regardless of the validity of their content) gives the administrators of Wikipedia more leverage over the content. If this is not the intended purpose of G5, it is, from the point of view of the administrators, a convenient side effect at the very least.
