I think they misunderstood Putin. The people of the United States have NO enemies, but their governments send their soldiers to die for Israel (Iraq, Afghanistan, Libya, Syria, Yemen, Palestine). The Arab League is actually the league of American bases in the Middle East and South Asia. Those bases are there supervising the Arab monarchies that are Israel's true security belt. So arming the enemies of the United States was a euphemism for Putin, those weapons would go to the enemies of Israel. But Russia is also part of Israel's protection, for example in Syria where it turns a blind eye to Israel's bombings against its ally. So what Putin said can be taken as a warning.
