Same like one case at my country 12 years ago. A teenager, aged 17, take final exam alongside me but he using his birth certificate to enter public exam. Usually, ID card is required to take this exam. This case took attention from local education department which later involving this kid's parent for this. Reason why he got first ID at such age because... It was stupid reason: his parents are busy. Too busy until that kid didn't got ID (most people got first ID card at age of 12 at Malaysia). I say it was neglecting that child and will caused much bigger problem.
