I.Nature of the Problem (Background) Barangay hall is the lowest regional district of the Philippines. It is the crucial unit of government in the region. It can be a platform for people's collective viewpoints to be conveyed, coalesced, and discussed. The people elected those that use the Barangay hall during the elections. It has the authority to levy taxes and fees on businesses and accommodate the needs of the community. (Sec. 384, LGC, 1991). Role of the Barangay hall as the basic political unit, the Barangay serves as the primary planning and implementing unit of government policies, plans, programs, projects, and community activities. The Barangay may form community brigades and create such other positions or offices and facilities as may be deemed necessary to carry out the Barangay government's purposes following the needs of public service (Local Government Code of the Philippines book III). The organization of a Barangay is not an easy one for a small unit of government. According to Section 390. The Sangguniang Barangay, the Barangay's legislative body, shall be composed of the (1) Punong Barangay as presiding officer, and the seven (7) regular Sangguniang Barangay members elected at large and Sangguniang Kabataan chairman as members. Furthermore, each barangay has to organize a Lupon ng Tagapamayapa consisting of a Chairman and 10 to 20 members. And a pangkat ng Tagapagkasundo, consisting of 3 members, Barangay "tanod" Police officer has to be organized for each dispute in the barangay. Barangay hall can also cater to Health medical staff to assess communities medical needs Based on DILG, The Barangay hall serves as a local community center, room areas, Health centers, private and public assemblies, office space for the government employees, Public transactions, and barangay health workers, particularly the Barangay captain's Office, Barangay Treasurer's Office, Secretary Office, Barangay Councils, and peace Office, Barangay treasure's Office Barangay, youth Council office, Health workers office, meeting areas, releasing Office and other public services that providing permanent and temporary services.
