I think that’s wrong. Their barbarism goes directly to their willingness to force our soldiers to go house to house in an invasion of the home islands, and kill huge numbers of their own civilians. The nukes showed them that resistance was futile and their casualty price for continued fighting would be orders of magnitude worse than ours.
The actions of an enemy are *always* taken into account when setting rules of engagement and assessing acceptable casualties from any operation.
