Orban of Hungary, together with Serbia and recently Slovakia, are the only countries in Europe that are against sanctions and arms supplies from the EU to Ukraine. Of course you have to keep in mind that they are part of the EU and yet ultimately have to comply with the EU's sanctions policy and other measures, otherwise the EU's financial tap will be turned off. So these countries are in favor of Russia, but their hands are tied as long as they remain part of the EU. Orban warned of a NATO-Russia confrontation war (Hungary is also a NATO member).
