That is very much incorrect. Even after the second atomic bomb was dropped, the Japanese government was deadlocked: half wanted Japan to perish in nuclear fire and half wanted to surrender. It took the emperor himself to break the deadlock and, even then, there was an attempted coup to stop the surrender. This is well-documented and not disputed.
