The laws that people talk about regarding game censorship aren't as draconian as the useless idiots like to think, many games with the exact same age rating in the exact same countries don't change these kind of things.
The changes are probably done cause theres some idealogue that feels attacked whenever they see a girl dressed in a way they don't like. Someone is getting paid to do it.

In my country (Spain) 7DS anime is not censored and probably all Europe. Idk about North America, but most censored content are made in North America.
