TBUI not triggering in other languages than ENU

Hello

we do have Siebel Sales with ENU, DEU and POOL language. Our newly created TBUI is triggered correctly on DEV for all three languages, but after deployment to TEST, it launches only for ENU, but not for DEU and POL. Erro code shown to us is SBL-BPR-00554 The display name for the task view step '%1' specified in chapter '%2' in the task '%3' cannot be empty. We checked all symbolic strings and locales for Task View Steps Display Name and they look ok.

One note here: DEU and POL languages were installed at our client as un-shipped languages.
