For example, the screen should time out after 30 seconds while not charging and after 10 minutes while charging, since power consumption is not a consideration while external power supply is available.

On laptops, Windows and Linux had the ability to set different screen timeouts and standby durations for external power and battery power. Windows has this ability since at least Vista, 2007.

Is there any way to get this basic ability on Android?

If Android has this feature internally, it will hopefully become part of the setting menu.

Do you know which is the earliest Android version to have this ability? Or at least the earliest Android version you know has this ability?

Any automation app can easily perform such tasks, try Automate (free) with a flowchart like:

1. Flow beginning
2. Power source plugged
Y. Screen off timeout set: 10m
N. Screen off timeout set: 30s

You can achieve this by modifying the screen_off_timeout setting in Android's system file named build.prop - requires Android is got rooted.
For example, to set the screen timeout to 30 seconds while not charging and 10 minutes while charging, you modify the build.prop file as follows:
