Legislation of Article 23 to refer to UK laws, says security chief

Hong Kong’s security chief, Chris Tang Ping-keung, said authorities will refer to laws of foreign countries, including the UK, when drawing up the legislation of Article 23.

Speaking to a newspaper interview, Tang said the SAR government would take into account the 2019 protests to determine how to legislate in order to respond to future risks. 

He said foreign laws could provide some reference value, such as the UK's National Security Act, which grants police longer detention periods and allows restrictions on the activities of individuals involved in cases.

When asked about the requirement for new civil servants not to carry their mobile phones when attending a national security training course and watching a video on national security, the security chief explained that the course aimed to enhance the education and training of civil servants in national security.

Due to the sensitivity of the topics discussed, it was necessary to adhere to the principle of not disclosing work-related matters, he said, adding that such arrangements were considered normal.
