According to an anonymous source, Pac-Man World 3 was planned to be "Jak and Daxter but with Pac-Man" - an open world game where Pac is an interloper in a large creature-inhabited ecosystem. Namco of Japan, however, weren't convinced. This lead to the project's temporary demise.

"Originally the plan was for PMW3 to be Jak and Daxter but with Pac Man, i.e. a huge sprawling open world (ish) platform adventure; and during pre dev that is what we started building.

The aim was to have the feel that Pac Man was just an interloper in this larger ecosystem and that him disrupting that was what was causing the threat. Weirdly it was inspired by this report on gorilla society that I had read at the time. I was also a big fan of Jak as well as Zelda so had used a lot of their mechanics. So when we completed pre dev we had a playable corner of the world; basic Pac Man mechanics, some platforming, some basic AI systems implemented for the lower tier creatures, and a boss fight against a big bird of some description.

As pre devs go it was pretty good. Japan weren't too convinced though, I think they just didn't want to spend the money that this fairly grand vision demanded. At that point it was dead."
