Aside from the usual attractants (the Google rankings, the appeal to narcissism, and the low barriers to entry), what we often see in cases like this is that Wikipedians (and Commons denizens in particular) can't overcome their basic obsessive-libertarian tendencies in order to simply do the right thing. They've built up a set of rules and policies that actually make it harder for them to do the right thing, at least in cases like this. Over time, people who want to do the right thing just quit in frustration, eroding the right-thing-doing capacity of those who remain, assuming they had any to begin with.

I don't think there's an especially large number of pedophiles trying to make use of Commons (and/or Wikipedia) in this fashion... We just notice it much more readily because they're so bad at dealing with them, and on Commons they usually don't delete the related discussions, only the images themselves (and even then, as we've seen, only after lengthy debates).

To be fair, they're better about this on en.wiki, where they'll delete (or at least blank) User: and User_Talk: pages pretty much routinely, in the more egregious cases.

The biggest culprit here, quite frankly, is T&S. Why did it take them 3 months to globally ban this guy? This one should have been an immediate "no-brainer" in the most literal possible sense of the term.

I think we can unanimously agree that this is the sort of thing that Trust and Safety should be dealing with.

Emans, who's a member of wikimedia Argentina, got into some conflict with Jaluj. Jaluj is a board member of wikimedia Argentina, and she just so happened to be at WikiWomenCamp in Buenos Aires with Laura Hale and María Sefidari.

The user uploaded a photo (I don't know why) that I passed (to her as to other users and trusted bibles) to account for the harassment - in this real case - that Jaluj has done for me over a year ago. In the case of this photo, you could see how Jaluj entered my Linkedin profile several times. I also saw that a couple of diff details went up where Jaluj lies blatantly stating that he doesn't know me (he even says he doesn't know my real name, which he clearly knows, as you do too, for being part of wma). I could also have uploaded the mail that I forwarded (as to the users I said earlier) the most obvious demonstration of that lie with very short legs: an email where Jaluj "congratulates me" because he voted to join wma. I could also have uploaded the times that the user followed me in my contributions even in projects where I hardly participate, or the amount of pings or so many things.
On the other hand, what I do see is that on August 9 you warned the user not to repeat it, and without any action from the user, you proceeded to block it. I don't know about you, but it sounds like something very similar to harassment ...
I have no idea if the user will ask for the unlock or not, but I will recommend @ Smurf.Budista: ask for a restriction for your person, since it is clear that you are harassing her.

On the surface the Pitufo.Butista / Jaluj affair smacks of the BrillLyle affair... Within the (lucrative) WMF User Club bureaucracy, Participant A bumps into better-protected Participant B, who files a backstage complaint with the ill-named T&S on grounds of "harassment." This is dealt with by the executioner — no muss, no fuss, no appeal.

Of course, one can't discount the possibility that Pitufo.Butista actually did engage in real world harassment. But on the surface of it, this smacks of a bureaucratic settling of scores among the rival troughfeeders.
