They generally create conflict in this way.
(We have simplified this modus operandi and written it below.)
First, They send spies into a group of people who are living together amicably (For example, one country) and look closely at the group to find the seeds of division.
If they are able to find some element of something different, they then refer to them as Group A and Group B for the sake of convenience.
Second, they find organizations (clans, ethnic groups, etc.) within their target country that agree with their way of thinking and take them under their wing.
Third, they send their minions to both Group A and Group B.
Fourth, they will infuse both camps, Group A and Group B, with lies.
Fifth, they generate feelings of hatred towards each other in both camps.
Sixth, they brainwash both camps into believing that "we are the righteous ones who will defeat the wicked." and brainwash them.
(You will find that they use the same tactics as the psychopathic bullies in your school or workplace.
Micro: small scale = Macro: large scale. Things are made up of fractal structures.)
Finally, they say to both Groups.
(Using the power of money and fraudulent methods, by this time the heads of both Groups have been replaced by their minions.)

And it does not matter if someone see through this modus operandi of theirs and alert the public.
Or, even if one did not see through this trick, people would emerge who would oppose the war. But that is not the issue either.
