During reign of Gaozong and his father Taizong, Göktürks were vassals of Tang. In 682, Göktürks leaders Ilterish Qaghan and Tonyukuk revolted against Tang Yoke and occupied Heisha Castle (nw of present-day Hohhot, Inner Mongolia), and restored Göktürk Khaganate on the Steppe
