Most every boy I grew up with was "cut". I was in middle school before I saw an uncut in the locker room/shower.
My erections prior to about age 12 stretched the available skin I had to the max, but did not hurt. As my penis wanted to grow in length, very hard erections became painful since there was not more skin that could stretch.
