artillery, mortar, etc. ammo is all precision manufacturing the West can produce as much as Ukraine and the free world needs, IF governments start paying for the expansion of production. So far only the US is investing in expanding ammo production.

What? All manufacturers in the world are scaling up production, and a lot. Another example here, but much more info available also from all western manufacturers. Many 1000's of open jobs also in the industry.

Rubbish, Australia just opened two new facilities last year (announced before the Russian invasion) which produce a range of ammunition including 155s. The recent deal with the French is to supply explosives for their increased shell production, there's a lot going on unannounced

Norway has also invested in expanding production of artillery ammunition. In January the gov’t signed a deal with Nammo worth 260 million EUR to increase production. Probably the most important thing Norway has done in this war. (Link in Norwegian.)
