artillery, mortar, etc. ammo is all precision manufacturing the West can produce as much as Ukraine and the free world needs, IF governments start paying for the expansion of production. So far only the US is investing in expanding ammo production.

Ukraine fires 10k/d during RU offensives. Probably needs to triple that for fire superiority. The West therefore needs production capacity of 1 Million shells per month

I do not have a deeper understanding of defense production, but of manufacturing. It is entirely normal to invest in new production lines, meeting extraordinary limits and tolerances. The only prerequisite is to have a firm order & guaranteed production volumes for your planning.

Not entirely true regarding European production. Czech ammo producers doubled their production in 2022, Poland increased it significantly but didn't disclose the numbers, same with Romania and Bulgaria.
Rheinmetall is building several new plants (including in Australia).
You really misrepresent reality- many European countries upgraded ammo production- especially in east europe, but also Britain, scandinavic, even germany
