CPU overheating/ temps rising

I put some new components into my PC and after I put everything back together I noticed my CPU temps would just continue to raise in the bios/uefi until shutting down. I have a Corsair h100i v2 that registers a pump speed.

I took everything out of the case and set it up out on a desk, and it worked there. But when I put it back together, the temps kept rising again.

Not sure where to look for the issue, could the aio be bad? Can something else cause this issue?

Is there sufficient thermal paste? Did you reapply it after opening it up? What are your temps like? What CPU do you have? Are your fan spinning and curves set properly?

I have reapplied thermal paste after initial teardown and after checking when I first had the issue. Coverage is good.

Upgraded CPU from a r5 1600 to a r7 5700x

All fans spin up and when it was working properly out of the case the system idled at 28-29 deg C.

Feel the AIO's tubes. One should be noticeably warmer than the other after some time. If that's not the case then something is wrong with the AIO.

But when I put it back together, the temps kept rising again.

Sounds like poor airflow overall. You said new components. Were they an upgraded CPU/GPU that now generates considerably more heat that your previous ones?

I upgraded from a rx480 to a 3070 and from a r5 1600 to a r7 5700x.

I also put in a new nvme drive so I don't have an OS. But it overheats in a few mins anyway.

What is the pump speed and fan speed? Does the AIO get hot or does the CPU overheat without the AIO getting warm?

If the radiator does not get warm, then either you have bad contact or the pump is dead.

If the radiator does get warm but the CPU still overheats, then the radiator does not get enough airflow.

Rad is not getting hot. I have reseated to the CPU a few times and I am also getting a pump reading of 2000 rpm.
