Since the constitution of Russia prohibits anybody, even the president himself from ceding Russian territory, does that mean that Putin has committed a crime when he retreated from Kherson?

Peskov confirmed again today that Cherson will remain Russian territory, and it will always remain so. The question arises, what does Russia want to negotiate when it says it is ready to talk.
