憩いの機能が失われていたのは過去の大阪の公園。私も城東区選出市議として大阪城公園の陳情は数多頂いてきたが、やはり衛生環境（例のニオイ）の悪さや治安に関するものが圧倒的多。税投入しても管理しきれていなかった問題をPFIを活用して税を納めつつ、劇的に利用者満足度を高めた事は奇跡的だ。
