民主主義は多数決ではない、は正しくもあり誤りでもある。民主主義は皆の意見を持ち寄って議論し成案を得る事が理想だけど、いつまでも議論を続ける訳にも、結論が出なければ決めない訳にもいかず、最後は多数決で決める。その際に少数意見にも配慮し必要な点は成案作成時に加味する事が健全とされる。
